Most of the time - no. Only because local authorities cannot keep up with all the different license format. He would have to just apply and get an international drivers license.

No he cannot use it. It would only be useful for vehicle rental for a specified period. As he is under age this is not an option. Local foreign laws in the country you are visiting will always trump U.S. law.
Further please be careful on the roads there. Dont want to scare you, but carjacking is almost epidemic in S. Africa.
Be aware of your surroundings, dont stop too close to the car in front of you. Always have room to escape while stopped.

Even if he is 17 he is licensed. He probably won't be able to rent a car, or even be allowed as a driver on your rental (even is FL), but as he is licensed he is legally allowed to drive.
You should have no problem in SA so long as the cops speak English and understand the license for what it is.
You should have gotten an International Drivers Permit before you left. It is not a license to operate a motor vehicle on its own, but a multiple language translation of one's own existing driver's license. It allows someone to drive in another country when they have their valid license from their home country with them.
Reply:Any time you are in another state, province, or country, you come under their laws, all of their laws. If you are not of age to get a licence in the place you are visiting, your home licence is invalid, whether you have an international licence of not. I mean think about it. Can a tourist from Germany drive 175 mph in Florida, just because he can on some stretches of the Autobahn in Germany?
If pulled over, the officers will understand very well he is not old enough to drive in South Africa, and he, and possibly you, could be subject to arrest.
