Another question regarding roads?

So, why would the DOT lay a concrete highway with grooves?





I heard two reasons for this.





1. Because of the high winds that we sometimes have here in Northern CO it helps to keep the vehicles on the roads, especially when when they've got ice and snow on them. (N/S highway with winds from the west).





2. It helps to prevent the concrete from cracking during the hot summer months (expansion and contraction) and this helps to keep road maintenance budget in check since concrete is more expensive than asphalt.





3. (any possible third theory here).
Another question regarding roads?
Without groves the concrete hwy becomes VERY slippery when wet (and in the winter too).





Cars would be crashing into each other all over the place every time it just rains.
