my 16 bday is on a sunday so dmv is closed. am i able to get my permit on the saturday before or do i have to wait till that tuesday.

You have to wait until AFTER your birthday... something like the dmv is very strict as to when you can obtain your drivers license.... its not like your 18th or 21st birthday where the night before most places will let you buy cigarettes, or get into a bar... the dmv will make you wait until the next day they are open.
